Pembangunan Pendidikan (Kompas 31/12-2007) Indeks Pendidikan Indonesia Menurun
Nama negara seperti Malta, Armenia, Santa Lucia, atau Mauritius tidak terlalu akrab dengan telinga kita. Kalaupun ada yang pernah mendengar, boleh jadi tidak mengetahui di belahan bumi manakah negara-negara “kecil” tersebut berada. Bagaimana bentuk pemerintahannya pun, mungkin kita menerka-nerka. Akan tetapi, jangan terlalu menganggap remeh. Sebab, negara-negara “kecil” itu ternyata memiliki kualitas pendidikan lebih baik daripada negara yang jumlah penduduknya besar seperti Indonesia.
Kenyataan ini tergambar dalam Indeks Pembangunan Pendidikan atau EDI (Education Development Index) yang terdapat pada laporan EFA (Education For All) yang dipublikasikan dalam Global Monitoring Report 2008. Laporan GMR dikeluarkan Organisasi Pendidikan, Ilmu Pengetahuan, dan Kebudayaan Perserikatan Bangsa-Bangsa (UNESCO) setiap tahun yang berisi hasil pemonitoran reguler pendidikan dunia. Indeks pendidikan ini dibuat dengan mengacu pada enam tujuan pendidikan EFA yang disusun dalam pertemuan pendidikan global di Dakar, Senegal, tahun 2000. Dalam laporan terakhir yang dipublikasikan pada November 2007, EDI mengompilasi data pendidikan dari 129 negara di seluruh dunia. Indeks ini dibuat dengan membagi tiga kategori penilaian, yaitu nilai EDI tinggi, sedang, dan rendah. Pada GMR kali ini, Indonesia tetap berada pada EDI kategori sedang bersama 53 negara lainnya. Total nilai EDI diperoleh dari rangkuman perolehan empat kategori penilaian, yaitu angka partisipasi pendidikan dasar, angka melek huruf pada usia 15 tahun ke atas, angka partisipasi menurut kesetaraan jender, dan angka bertahan siswa hingga kelas 5 sekolah dasar (SD). Posisi Indonesia Mengetahui posisi Indonesia di dunia mungkin tidak harus membandingkannya dengan negara-negara yang secara geografis letaknya jauh seperti di atas. Cukup dengan melihat posisinya di antara sesama negara Asia Tenggara. Hasil indeks pembangunan pendidikan terakhir ternyata menunjukkan adanya pergeseran posisi Indonesia dan Malaysia. Jika pada tahun- tahun sebelumnya peringkat Indonesia selalu berada di atas Malaysia, kali ini terjadi perbedaan hasil. Dalam laporan yang dipublikasikan November lalu itu, posisi Malaysia melonjak enam tingkat dari peringkat 62 menjadi 56. Sebaliknya, peringkat Indonesia turun dari posisi 58 menjadi 62. Nilai total EDI yang diperoleh Indonesia juga turun 0,003 poin, dari 0,938 menjadi 0,935. Sementara itu, Malaysia berhasil meraih total nilai 0,945, atau naik 0,011 poin dari tahun sebelumnya. Dalam penghitungan kali ini, Malaysia berhasil menaikkan poin pada tiga komponen penilaian, yaitu angka partisipasi pendidikan dasar, angka melek huruf pada usia 15 tahun ke atas, dan angka partisipasi menurut kesetaraan jender. Adapun kategori angka bertahan kelas 5 SD memperoleh nilai sama dengan tahun sebelumnya. Indonesia hanya berhasil menaikkan poin pada angka bertahan kelas 5 SD sebesar 0,004 poin. Adapun pada kategori lain, yaitu angka partisipasi pendidikan dasar dan angka partisipasi menurut kesetaraan jender, poinnya justru turun sebesar 0,007 poin. Sedangkan angka melek huruf berhasil mempertahankan skor yang sama dengan tahun sebelumnya. Sistem penilaian EDI juga membagi tiga kategori skor, yaitu kelompok negara dengan indeks pendidikan tinggi (0,950 ke atas), sedang (0,800 sampai di bawah 0,950), dan rendah (di bawah 0,800). Pada pembagian ini tercatat enam negara Asia Tenggara, yaitu Indonesia, Malaysia, Filipina, Vietnam, Myanmar, dan Kamboja, berada di kelompok negara dengan kategori EDI sedang. Sementara Brunei Darussalam yang baru tahun ini masuk dalam penilaian berada di kelompok negara dengan indeks pembangunan pendidikan tinggi. Negara Asia Tenggara lain, yaitu Laos, hingga saat ini masih termasuk dalam kelompok negara dengan indeks pembangunan pendidikan rendah. Khusus untuk Singapura dan Thailand tidak tercatat dalam penilaian sehingga tidak dapat dibandingkan. Satu hal yang patut dicatat, tahun ini Malaysia berhasil meraih poin 0,945, atau hanya butuh 0,005 poin lagi untuk masuk ke kelompok negara dengan indeks pendidikan tinggi. Sedangkan Indonesia sedikitnya membutuhkan 0,015 poin lagi untuk masuk dalam kategori EDI tinggi. Itu pun jika tahun depan tidak lagi terjadi penurunan seperti tahun ini. Jika mengamati perolehan total skor indeks pendidikan selama empat tahun, yaitu antara tahun 2001 dan 2005, terlihat hanya Myanmar dan Kamboja yang menunjukkan peningkatan setiap tahun. Bahkan, pada tahun 2005 terjadi lompatan posisi Kamboja dengan berhasil masuk ke kelompok EDI medium (sedang) dari tahun-tahun sebelumnya di kelompok negara ber-EDI rendah. Seperti juga Malaysia, pada tahun tersebut hampir semua nilai komponen dalam indeks pendidikan Kamboja meningkat. Hanya angka melek huruf yang stagnan, sama dengan tahun sebelumnya. Kenaikan poin setiap tahun sebenarnya terjadi juga pada Malaysia, khususnya periode 2002-2005. Untuk tahun 2001, Malaysia belum tercatat dalam pengukuran indeks pembangunan pendidikan dunia. Mengenai posisi Indonesia di EFA kali ini, Menteri Pendidikan Nasional Bambang Sudibyo mengatakan, penurunan peringkat pencapaian EFA di UNESCO itu tidak perlu dibesar-besarkan. Pasalnya, peningkatan kualitas pendidikan di Indonesia sudah mulai diakui negara lain. “Media massa jangan mencari yang jelek-jelek saja dalam pencapaian reformasi pendidikan di Indonesia. Secara kualitas, pendidikan Indonesia sudah mengalami lompatan yang luar biasa. Meskipun masih masuk kategori yang perekonomiannya menengah, Indonesia memberanikan diri mengikuti program penilaian PISA atau Programme for International Assessement. Setidaknya Indonesia berani ikut penilaian dengan 30 negara industri maju,” kata Bambang. Untuk menindaklanjuti hasil evaluasi UNESCO terhadap pencapaian EFA 2015, tanggal 11-13 Desember lalu diadakan pertemuan evaluasi pertengahan pencapaian EFA. Pertemuan dihadiri pemimpin negara, lembaga donor, dan lembaga internasional lainnya. Evaluasi ini menolong negara yang berkomitmen mewujudkan pencapaian EFA sehingga masing-masing negara menjadi tahu bagaimana posisinya dalam pencapaian pendidikan dasar, yang umumnya masih jauh dari target EFA 2015. Kelemahan pencapaian umumnya terlihat di pencapaian pendidikan dasar dan pendanaan. Dalam peningkatan kualitas pendidikan, ada tiga kebijakan yang ditekankan. Pertama, negara-negara harus mengembangkan kebijakan untuk melatih dan merekrut sebanyak-banyaknya guru SD dengan memerhatikan perkembangan karier mereka. Kedua, melakukan pendekatan komprehensif dengan berfokus pada kurikulum, pedagogi, persamaan jender, bahasa pengantar, buku teks, dan fasilitas yang layak. Ketiga, adanya kebijakan untuk menyiapkan anak-anak siap belajar, caranya dengan meningkatkan partisipasi pendidikan anak usia dini serta akses kesehatan dan gizi di sekolah. 5. Semua e-mail, sejak awal hingga yang terbaru, ada di sana semua, dan bisa dicari sesuai topiknya di kolom SEARCH. Misalnya, mau mencari cerita soal “Recommendation Letter” ; ketik aja “Recommendation Letter” dan click SEARCH. Nanti semua mail yang berhubungan dengan Recommendation Letter, akan tampil.

Me-refer email saya sebelumnya, saat ini saya sedang mengembangkan search engine yang mencoba untuk memahami bahasa Indonesia, sehingga bisa membedakan “beruang” dan “beruang” dan bisa membantu pencarian misal bila dilakukan pencarian “Presiden” maka diberikan bantuan untuk mempermudah pencarian sesuai konteks bahasa Indonesia.
Perbedaan prorotype ini dengan google, atau search engine lainnya adalah dengan adanya fitur related tag yang digenerate secara otomatis sehingga user dapat merefine pencariannya dengan lebih mudah.

BACKGROUND
Since 1996, the Indonesian Student’s Scientific Meeting (hereinafter, ISSM) has been organized annually by the Institute for Science and Technology Studies (hereinafter, ISTECS) Europe in collaboration with student and professional organizations in Germany , France , the Netherlands and United Kingdom . Hundreds of participants, coming from European countries, Canada , Japan and Indonesia , attended these events. Each of the previous meetings has presented outstanding keynote speakers, followed by parallel sessions and poster presentations from the participants.

ISSM is held to provide scientists, professionals, decision makers and government representatives an opportunity to discuss together current work and future directions for research and applications for the development of Indonesia .

Following the success of the previous meetings, the Indonesian Student’s Scientific Meeting 2008 (ISSM 2008) will be held on 13–15 May 2008 in Delft , the Netherlands ..

The theme of the ISSM 2008 is “Sustainable development in Indonesia : An Interdisciplinary Approach”
(Pembangunan berkesinambungan di Indonesia : sebuah pendekatan antar disiplin).

Therefore, this event is designed to provide scientists, engineers, regulators, and other professionals an opportunity to discuss current work and future directions for research and application in order to participate in the development of Indonesia ..

Besides speech from many outstanding keynote speakers, paper and poster presentation from students, there will be special workshop organized to give inputs in order to reform higher education program in Indonesia ..

OBJECTIVES

ISSM 2008 aims to:

Establish and maintain scientific and technical collaboration between Indonesian scientists and their partners from abroad, particularly from the European countries.
Intensify the scientist role in national industries by focusing on Energy, Agribusiness, Biotechnology, Industrial Engineering, Information Technology, Environment, Natural Science and Social Science

Indonesian students, scientists and professionals interested in presenting a paper at ISSM 2008 are invited to submit abstracts before December 31, 2007.

Each scholarship is jointly funded by one public sector (Research Council) and one private sector partner. The award meets the full cost of overseas tuition fees and provides a maintenance stipend, which was *£12,600* per annum in 2007/08. The maintenance stipend will increase slightly for 2008/9 and the exact amount will be confirmed in January 2008. PhD projects can be supported for between three and four years, subject to satisfactory progress.

The awards are for international students. They are highly prestigious, and successful candidates will be considered to have outstanding research potential and will hold the equivalent of a UK first class honours degree as a minimum.
*Amount of funding available and eligibility: *
There are a limited number of applications available to the Faculty of Engineering and Physical Sciences. Due ot funding restrictions applicants for a DHPA must be a national of one the countries listed on the Research Councils website. A Dorothy Hodgkin award cannot be held in conjunction with an Overseas Research Student Award Scheme (ORS). The award is not open to existing postgraduate students.

Studentship: Untaxed bursary of *£14,600* per annum plus home/EU/overseas fees
Heart disease and stroke account for nearly half of all deaths in the UK. CORDA - funds specialist, high quality research into the prevention of heart disease and stroke using early, non-invasive diagnosis and treatment. In honour of the pioneering effort by Professor Donald Longmore in Cardiovascular Magnetic Resonance (CMR) imaging, a CORDA Donald Longmore PhD fellowship has been created by CORDA in 2007 for research into advanced image analysis and computing techniques in CMR.
The position is open every three years and available to outstanding young scientists of all nationalities. The PhD research will be hosted by the Institute of Biomedical Engineering, Imperial College London and the CMR Unit, Royal Brompton Hospital. The first CORDA Donald Longmore Fellow is expected to start in April 2008.
The research area of the first CORDA Donald Longmore PhD fellow will be focussed on medical image computing and modelling techniques for myocardial regeneration and myocardial perfusion. It involves targeted assessment of cardiovascular structure and function and multi-modality image registration/fusion for serial image assessment and prognostic evaluation of therapeutic measures. The candidate will require an outstanding first or MSc degree (or equivalent) with a strong background in computing, image processing, and biomedical engineering.

Up to three Higher Degree Research (HDR) Tuition Fee Scholarships and University Postgraduate Awards are available for students to undertake a Doctor of Philosophy degree in the area of terrorism studies and/or transnational crime prevention. Candidates will be based at the Centre for Transnational Crime Prevention (CTCP), University of Wollongong, Australia ( http://ctcp.uow.edu.au/).
Applications are invited from candidates with backgrounds in a range of relevant academic disciplines, including international relations, criminology, psychology, law, policing, political science, strategic studies, and other related fields.
Topics of particular interest include but are NOT limited to:
• The nexus between terrorism and transnational crime • The relationship between terrorism and other forms of political violence • The relationship between terrorism and counterterrorism • Regional perspectives and case studies
*Criteria: *
Applicants must provide a thesis proposal in which they identify an original research topic, convincingly argue its relevance and contribution, and demonstrate how they will examine the given issue in a systematic way.
• Applicants must meet the admission and English language requirements (for international students) set by the University of Wollongong. • In order to be eligible for the scholarships applicants must commence their studies by August 2008.

*Scholarship Details:* The HDR Tuition Fee Scholarship will cover international student tuition fees (currently A$19,000 per year). In addition, scholarship holders will receive a University Postgraduate Award (stipend is A$19,616 for 3 years. Stipend is indexed each year).

ORS awards provide funding to help outstanding full time postgraduate overseas research students. *Job description* The Phd student will work on one of the following projects: 1. In engineering, technological products that do not satisfy the functional requirements laid out for them are said to malfunction. This notion of malfunction plays an important role in engineering and is philosophically intricate. The research project aims to survey modern engineering uses of the notion of malfunction and develop these into a systematic account. A more extensive project description can be downloaded here.
2. The literature on engineering design methodology describes many methods, e.g., QFD, AHP, Kano, and Pugh matrices, which are recommended and applied to choice problems in engineering design. However, a critical discussion and assessment of these methods has been lacking. This research project aims to take up this discussion and to critically assess these methods and their applicablility to particular design problems. *Requirements *Required: either a degree in engineering with an interest in philosophy or a degree in philosophy with an interest in engineering. Preferred: a degree in both fields.
*Conditions of employment* The appointee will be employed by TU Delft for a fixed period of 4 years (38 hours/week) within which he/she is expected to write a doctoral dissertation (PhD thesis). The salary has a maximum of € 2558 per month gross with a full-time appointment and depending on experience.
